Every young person who is deserving and desirous shall have access to quality higher education irrespective of means to prepare them for participation in wealth creation, leadership, innovation and fulfillment of society's needs.

- Subsidies, scholarships and soft loans to all poor students to meet costs of higher education.
- 10 % marks weightage based on genuine indices of backwardness – rural upbringing, poverty, parental education and the quality of schooling.
- A system of electives in colleges promoting choice, aptitude and accountability.
